INTRODUCTION

At the Association’s AGM, held on 9 January 2003, there was a criticism from the floor that the Board had not given the membership an opportunity to appoint other Directors. As a result, the meeting appointed Ricky Richardson as Chair and Peter Range, Mike McCurry, Richard Taylor, Alasdair Liddell and Carrie Armitage as Directors until the next AGM, which would be held as soon as practicable, after the accounts for 2002/2003 had been closed and audited. It was recommended that the membership should be informed and permitted to nominate, well ahead of the meeting.

The Company Secretary, Stephen Ronaldson, has pointed out that the opportunity to appoint new Directors is contained in the Memorandum of Association of the UKeHA and Article 34 enables members make such appointments.

Members will be aware that, since 1 November 2002, the Board has taken steps to put in place new management arrangements, which will enable the new strategy to be implemented smoothly. Two new Directors, Carrie Armitage and Alasdair Liddell were co-opted in November; their biographies are included below. Peter Range, Development Director, is arranging a networking lunch and details appear in this Newsletter.

In order to assist, further, with the process of taking forward the strategy, the Board is seeking nominations, in accordance with Article 38, for additional Board members. Nominations should be sent to the Company Secretary, UKeHA, Ronaldsons, 55 Gower Street, London WC1E 67HQ, and those received by 16 February 2003 will be considered at the Board meeting on 17 February 2003; nominations received after that date will be discussed at subsequent Board meetings, which are held monthly.

Alasdair Liddell CBE

Alasdair's career includes twelve years in Chief Executive positions in the NHS, a further six years working at the most senior level in Government. Current projects include:

NHSU (a Corporate University for the NHS) – responsibility for advising on the development of an e-learning strategy and the development of local delivery arrangements for the first public sector corporate university

Flextech/Living Health Interactive TV – support to this Department of Health funded pilot, which uses interactive TV to provide public access to health information, a GP appointments system, and an “in-vision” version of NHS Direct. Advice to TeleWest on bid to secure national rollout and develop their range of health-related services

Cabinet Office (CMPS) Leadership Development Programme – development with Epic plc of a substantial (20hr) online leadership development programme aimed at Senior Civil Servants and equivalents in other public services, launched in March 2002, and already sold to eight of the larger Government Departments

Electronic Health Records – development of a new technical architecture for EHRs, persuading the Department of Health that their existing strategy was unlikely to achieve its objectives, and seeking their agreement to commission a major (2-4m population) trial based on the new architecture.

Carrie Armitage

Carrie Armitage heads the delivery area of the NHS Information Authority responsible for overall national telecommunications including security and connectivity to NHSnet. She leads the Clinical Connections Programme which aims to have all NHS employees connected to e-mail, browser and a national directory service by 2003. Carrie has a track record of achievement in:

large scale implementation of major IT projects, delivering value-for-money IT infrastructure to time, quality and budget;

working at senior executive level in government, national and international business;

interpreting corporate plans and commercial drivers into strategic IT, network and infrastructure solutions to support business objectives and goals;

managing third party IT suppliers in large-scale distributed and enterprise architecture environments, including negotiation and management of service contracts.

NHS Professionals call handling in the South of England is to be dealt with
by NHS Direct Call Centres. Three NHS Direct Centres at (KSS) Kent, Surrey &Sussex, (HIoW) Hampshire and the Isle of Wight and (AGW) Avon Gloucestershire and Wiltshire will be dealing with the calls. A new software package is to be implemented in the new year starting at the Bristol call centre and it is planned to link all three centres together to create resilience and flexibility to optimise handling rates. The new software will be provided by Baum Hart and Partners of Gloucester and will be installed in the NHS Direct centre in the first two months of 2003. Once this is completed the Bristol call centre will enter a roll out programme providing the Call Handling Service to the whole of the South West john.dale@agw.nhsdirect.nhs.uk

The Royal College of Nursing (RCN) e-Health Steering Group are proactively working to support and stimulate insight, understanding and ownership of e-health possibilities amongst nurses within each region of the UK. They plan to develop regional e-health groups that will be actively supported by a central group and web pages where it will be possible to share initiatives, advice and experiences. Following his recent visit to Yorkshire based company Tunstall, Labour MP for Doncaster North, Kevin Hughes commended the teleHealth specialists to Parliament in a speech supporting the Government’s efforts to cut down on bed blocking. In response to the Government’s Community Care (Delayed Discharges) Bill in which £100 million will be made available to speed up discharges from hospital by providing quality care for the elderly, Mr Hughes acknowledged the increasing role telecare and teleHealth systems have to play in modernising the health service and speeding up discharges. In particular, he recognised Tunstall as leaders in this field and praised the support it has already given to a number of local authorities throughout the country. Mr Hughes visited Tunstall in early November in order to view its extensive range of personal and home reassurance solutions and response centre systems. The Department of Health’s Diabetes Information Strategy and the Diabetes National Service Framework: Delivery Strategy that it supports were launched alongside one another on the 9th January 2003. Two vital contracts, covering technical and IT standards, and management of the National Information Programme, have been awarded to external consultancy firms who are not specialists in healthcare IT. The companies have been awarded a contract by the National Programme Office to establish a new 'design authority' for the National Information Programme. The NHS is urging social workers get involved in a major consultation exercise on proposals for a new way of handling computerised health information. Details of the consultation are available from the NHSIA website http://www.nhsia.nhs.uk/confidentiality/pages/default.asp.

Scottish Ambulance plans to put networked computers in all of its emergency vehicles to provide crews with better information en route to emergency incidents. The multimillion pound project is designed to cut response times, improve communications with hospital casualty departments and provide improved clinical data to crews. A computer built into the dashboard of each ambulance will provide crews with improved information on the details of incidents and how to get there. In addition, a second portable device in the back of the ambulance will allow paramedics to electronically record critical patient information at the incident scene that can then be transmitted to the receiving A&E department. The Confederation of e-Health Websites (CeW) provides a collaborative link between a number of websites involved in collating and disseminating information about e-health and telemedicine. A new scheme has been set up to recognise and celebrate the innovative use of information and technology in healthcare. The Leadership in Health Informatics Accolade Scheme is open to anyone working in a health informatics field such as audit, information analysis and clinical coding, and any NHS organisation. This year's theme is ‘people’ focusing on how people are recruiting, retaining, managing, developing or motivating their informatics staff to improve ways of working and ultimately benefit the patient care process. By this sharing of experiences it is hoped that organisations will learn from each other. The top five projects will receive £5,000 to be spent within their organisation. NASA has developed an innovative technology to help astronauts combat motion sickness during space flights. This technology will become available in March to use for other health problems. The technology is a combination of biofeedback and autogenic therapy that enables individuals to eliminate or minimise unwanted physical responses to outside stimuli by controlling their Autonomic Nervous System (ANS). ANS controls and regulates involuntary body functions such as breathing, heartbeat, sweating, blood vessel dilation and glandular secretions. The Arizona Telemedicine Program run in conjunction with the University of Arizona's Health Science Center receives $85 million a year in research grants that enables state-of-the-art treatment for patients and up-to-date information for students. The Colleges of Medicine, Nursing, Pharmacy and Public Health and the University of Arizona School of Health Professions
participate in the program. New technologies and products are being tested along with 2 wireless projects being tested on Navajo reservations. Telemedicine services are expanding and being used to meet school health needs. Currently, telemedicine is being used in the Maricopa county jail system within their jail facilities. Hewlett-Packard is looking for proposals for their Microenterprise Development Program. This program is a new grant initiative targeting nonprofit microenterprise development agencies that serve clients in low-income communities in the U.S. The goal of the program is to make these agencies more efficient and effective and assist them in providing their clients with access to technology and associated training to optimise the use of this technology. Each grant award will have a total list price
value of $150,000 to $300,000 in equipment, cash, services and support. In addition, recipients will receive a travel grant to participate in a symposium focused on increasing the capacity of the microenterprise development
